I like the solution "ESTIMATE FOUR RADIANS AND FIVE INCHES" for Z32. It doesn't require transposition, all three repeating characters match, and it lines up with his later communication that the code involves "radians and number of inches along the radians". In that letter, he ended with an enormous crosshairs symbol, and the zero of "SFPD = 0" was drawn very thickly inside the bottom-left quadrant of the crosshairs, at about the 8:00 position on a clock face. The Mt. Diablo map states that the compass is to be set to magnetic north, which was 17 degrees in 1970. By adding four radian angles of 57.3 degrees in a clockwise orientation, you will end up with 246.2 degrees, which is roughly the same place that the zero was drawn inside the crosshairs. Drawing a line on the map from Mt.Diablo at that angle passes through San Francisco, and measuring five inches by that map's scale puts it in the vicinity of Ingleside Police Station. This facility was built on a hill with a highway going by, and this highway was the bus route of a local Catholic school. The hill itself resembles the drawing seen at 4:08 in this video. If this is correct, and if there actually was a bomb there, Zodiac would have been committing his crime quite literally under the noses of the police he was always taunting. It may be impossible to verify that this solution is correct, but it seems to check out based on his persona and the communications he sent regarding it. Of course, no bomb ever materialized and the threat was empty. I personally feel that, after the Paul Stine killing,Zodiac had firmly established himself as a boogeyman and no longer needed to put himself at risk to be taken seriously. (The composite sketch and encounter with the patrol officers probably also scared him.) By this point, he could get the same level of attention by just mailing a letter. And unlike other serial killers, the attention he got from his crimes was his primary drive rather than the crimes themselves. This is also why I personally think Z13 is nonsense, although if his name actually does fit the cipher when this human cockroach is finally unmasked, I will happily eat those words. Also, if this Z32 solution is correct (and again, it's probably impossible to verify), it likely demonstrates that he was trying to appear smarter than he actually was, because radian angles are always measured counterclockwise.If he were a scientist or mathematician or something of the sort, he would have known that. It's possible that he could have intentionally gotten it backwards to make him seem less intelligent than he really was, but Occam's razor suggests he just didn't know what he was talking about.
